Create a concept, create a business plan, create a menu as this will be the road map for your kitchen design, create a budget based on industry averages for your type of concept by consulting with a general contractor that knows restaurants, a kitchen/bar consultant, an operations consultant, etc. Most of these professionals will generally give you the first hour of their time to discuss your project and give you ball park numbers sufficient for budgeting. Once the budget is established you can start to raise money. While you are doing that you will need to assemble your design team while using a commercial real estate broker to locate several properties for you to look at that may fit your concept. Once you have decided on the property and secure a lease the design team will be turned loose to complete the design ready for permitting. While in for permitting you would put the project out to bid, or, negotiate a contract with your GC and equipment supplier. When you have the numbers within your budget you let the contracts so as soon as you have a building permit you are ready for construction. Construction is complete and you have a certificate of occupancy you do a soft opening, work out the bugs then do a grand opening. This is a general overview.
